UN Secretary-General Antonio Guterres arrived in Islamabad in the early hours of Tuesday for a two-day official visit at the government's invitation. His agenda includes meetings with President Asif Ali Zardari, Prime Minister Shehbaz Sharif, and Deputy Prime Minister and Foreign Minister Ishaq Dar.

Upon arrival, the secretary-general was received by Acting Foreign Secretary Ambassador Nabeel Munir. Guterres is also scheduled to meet Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir and other senior officials during his stay, which runs from October 6 to 8.

Focus on multilateralism and regional diplomacy

The visit is framed as an opportunity to reaffirm Pakistan's longstanding cooperation with the United Nations. The Foreign Office stated the engagements would highlight the country's efforts to strengthen multilateralism and international peace and security, with the UN .

Views on regional and international developments are expected to be exchanged. Guterres has consistently praised Pakistan's diplomatic efforts in the Middle East conflict, which contributed to a ceasefire memorandum. The visit reflects Pakistan's stated commitment to the principles of the UN Charter.

Emphasis on disaster preparedness and NDMA engagement

A key segment of the trip will focus on disaster resilience. Guterres is scheduled to attend a briefing at the National Disaster Management Authority headquarters. There, he will see firsthand the progress Pakistan has made in strengthening preparedness and early-warning systems since the devastating 2022 floods.

The Foreign Office said Pakistan's strides in this area would be highlighted. Guterres is also scheduled to visit the headquarters of the United Nations Military Observer Group in India and Pakistan, which monitors the Line of Control in Jammu and Kashmir.

Context of prior engagements and UN leadership transition

This visit builds on recent high-level contact. Prime Minister Shehbaz Sharif met Guterres on the sidelines of the UN General Assembly in New York last month. During that meeting, they discussed major regional issues, including the Middle East. Guterres commended Pakistan's role at the UN, its contribution to international peace and security, and its sacrifices in countering terrorism.

The trip occurs as Guterres' second five-year term approaches its end on December 31. The United Nations is preparing to select his successor. In recent months, two of the six candidates vying for the position have visited Pakistan. Former UN General Assembly President MarĂ­a Fernanda Espinosa met Prime Minister Sharif in July, and Ambassador Olara Otunnu visited in September. Both praised Pakistan's role in promoting multilateralism.

Guterres was first elected in 2016. His last visit to Pakistan was in 2022, when vast areas were impacted by monsoon floods. His first visit as secretary-general was in February 2020. UN Spokesperson Stephane Dujarric noted the secretary-general has seen firsthand how Pakistan has stood by others, serving under the UN flag and using its diplomacy to bring parties together. This spirit, Dujarric added, is one of Pakistan's greatest contributions to the shared world.

Guterres is expected to return to New York on Thursday following the conclusion of his visit.
